In 2026 the Quebec Self-Employed Worker Program accepts applications at any time, with no maximum number. It is aimed at professionals who have worked for themselves for at least two years and want to create their own job in Quebec. The requirements are precise and the planned selection volumes are low: preparation is what makes the difference.
Open in Quebec, suspended federally
Quebec’s immigration ministry states that applications may be submitted at any time and that there is no maximum number of applications to be received.
The federal self-employed persons program, by contrast, no longer accepts new applications: its suspension has been extended until further notice. The two programs are separate.
An open program is not a fast one. The Quebec Immigration Plan 2026 provides for the issuance of 100 to 200 Selection Certificates for the entire business people category, entrepreneurs, investors and self-employed workers combined.
Who counts as self-employed in Quebec
A self-employed worker is a person at least 18 years of age who comes to settle in Quebec to practise their profession on their own account, alone or with others, with or without paid help.
What the regulations require above all is genuine autonomy: free choice of the means of performing the work, organizing one’s own work, providing one’s own tools, performing most of the specialized tasks, collecting the profits and bearing the losses.
The Ministry looks at the economic reality, not the label. Status as an auto-entrepreneur in France, as a freelancer or as an independent contractor is not enough if it conceals an employment relationship.
| Indicator | Points to autonomy | At risk |
|---|---|---|
| Client base | Several clients | A single or dominant client |
| Rates | Set by you | Imposed by the party giving the work |
| Organization | You choose methods and schedule | Schedule and methods imposed |
| Equipment | Your own | Supplied by the client |
| Financial risk | You collect profits and absorb losses | Fixed guaranteed pay |
Before filing, we review your client contracts against this grid. A contract drafted like an employment contract directly weakens the demonstration of autonomy. On the form to give your activity, see our piece on choosing between a partnership, a corporation and self-employment.
The selection conditions at a glance
| Condition | Requirement in 2026 |
|---|---|
| Experience | At least two years on your own account in your profession, in the five years before the application, outside an ineligible sector |
| Net worth | At least $100,000, excluding gifts received in the six months before the application, which may be held with the included spouse; lawful origin and accumulation to be shown, including for the spouse |
| Education | A diploma corresponding to the DES, or a program of at least one year full time corresponding to a DEP, an ASP or an AEC; no comparative evaluation required |
| French | Oral level 7, proven by a recognized test no more than two years old, or by certain French, Belgian or Swiss secondary diplomas |
| Regulated profession | Authorization to practise, or a recognition of equivalence no more than five years old |
| Start-up deposit | $25,000 outside the Communauté métropolitaine de Montréal, $50,000 within its territory |
| Financial self-sufficiency | A contract under which you provide for your own needs and those of your family for three months after permanent residence |
| Quebec values | An attestation to be obtained within 60 days of the Ministry’s request |
We cover two of these conditions in detail in net worth in business immigration and in the French test in business immigration.
The three excluded sectors
- Payday loans, cheque cashing and pawnbroking.
- The sex industry.
- Real estate sales, rental, brokerage, development or land development.
If part of your activity touches one of these sectors, check that point before taking any other step.
The start-up deposit, explained
The deposit is made with a financial institution having an establishment in Quebec, at the Ministry’s request, a few weeks after the letter confirming that your file has been opened. The amount depends on where you intend to practise: $25,000 outside the Communauté métropolitaine de Montréal, $50,000 within its territory.
These are your own funds
The deposit is not a fee paid to the government.
It is a reserve meant to launch your activity.
It counts in your net worth
The deposit forms part of your net worth.
Its origin must therefore be documented as rigorously as the rest of your assets.
The stated location must be real
Announcing a project in the regions in order to deposit $25,000 while all of your target clients are in Montreal creates an inconsistency.
The Ministry can pick it up.
Do not move these funds without first checking the instructions received from the Ministry.
Regulated professions
If your profession is regulated in Quebec, first find its National Occupational Classification code on the Qualifications Québec website, then check the Ministry’s list of regulated professions.
You must then obtain the authorization to practise or a recognition of equivalence from the order or authority concerned. No step is required if you intend to practise in a setting where the authorization is not demanded. These steps often take several months: start them first.
The steps of the file
Before filing
- Confirm eligibility and gather proof of two years working on your own account: contracts, invoices, tax returns, professional registrations.
- Take a recognized French test, the result of which must be no more than two years old at the time of filing.
- Complete the permanent selection application, its schedule and the narrative document, which your included spouse must also complete.
- Pay the 2026 fees: $1,272 for the principal applicant, $201 for the spouse and $201 per dependent child. They are not refundable.
After filing
- Mail the complete application, in a single envelope, to the Ministry. An incomplete application risks being returned without processing.
- Obtain the values attestation within 60 days of the file being opened, then make the start-up deposit at the Ministry’s request.
- The review: particular attention goes to net worth and experience. An interview is possible. The application may be accepted, refused or rejected, and an administrative review may be requested.
After the Selection Certificate
You then file your permanent residence application with the Government of Canada. The support letter attached to the certificate allows you to apply for a work permit under exemption code C-60, so you can begin practising in Quebec before permanent residence.
The mistakes that lead to a refusal
- A single client, or contracts that read like an employment contract.
- Poorly documented net worth: untraceable origin, recent gifts, unjustified spousal assets.
- A French test result that has expired at the time of filing.
- A regulated profession with no step taken before the professional order.
- An activity touching an ineligible sector, real estate in particular.
- A narrative document that does not match the supporting documents.
False or misleading information or documents, for their part, lead to the rejection of the application. There is no shortcut.
How MEKA AVOCAT works on this
This program suits consultants, technicians and independent professionals who have a real client base and documented finances. It suits poorly any profile whose autonomy is mainly formal. With 100 to 200 selections planned for the entire business people category in 2026, only files that hold together from end to end stand a real chance.
The Ministry states that no priority processing is given to represented applicants. Our role is therefore not to speed up your file, but to keep it from being refused: we assess your profile before any filing, we coordinate the net worth demonstration with an accountant, and we structure your activity in Quebec. If your profile is weak, we will tell you so.
Texts and sources
This article draws on the Quebec Immigration Regulation, form A-0523, the Self-Employed Worker Program pages published by Quebec’s immigration ministry (conditions, submitting an application, review, after the certificate), the Quebec Immigration Plan 2026 and the IRCC notice extending the suspension of the federal program.
Frequently asked questions
Do I have to prove my French even if it is my mother tongue?
Yes. The Ministry requires a recognized test or one of the accepted secondary diplomas, even for native French speakers.
Can I apply if I already work for myself in Quebec?
Yes, provided you meet all of the program conditions.
Is the start-up deposit lost?
No. These are your own funds, placed with a financial institution and intended to start up your activity.
Is the federal self-employed persons program an alternative?
No. Its intake of applications is suspended until further notice.
Thinking of settling in Quebec and working for yourself?
The file is prepared before filing, not after the Ministry’s first letter. A meeting lets us confirm your genuine autonomy, the documentation of your net worth and the timetable of your steps, including with a professional order.
